I have been trying to find out the answer to this question ever since you
asked it. The song has to be one of these three:

I think it may be the last of the songs listed here: "33". I'm unable to
determine exactly which of the three it is, this info is from the presskit
music credits, which listall the music used by agreement in the film. I am
able to account by familiarity with the other songs, which of eight technopop
songs it isn't! For what its worth, here's a list of the songs I know it isn't
in order listed in the presskit as order of use in the film.
"Keep Hope Alive" by Crystal Method is the song used over the opening gun
battle in the nightclub and is currently used as the theme song for the tv
program "Third Watch"; "Jaan" by Talvin Singh, featuriing Amar,is the haunting
vocal/music playing over John Lee's walking through "Chinatown" on his way to
pick up his next assignment from Wei's man; "Makes Me Wanna Die" performed by
Tricky has been mixed with "To the Listeners" performed by Eric B & Rakin
and plays as one unit when Meg is introduced in her apartment. The three
possibles are next in order of appearance, followed by "Escape from the City
of Angels" performed by Ithaka, which plays over John and Meg's jaunt to Loco's
hangout to get weapons and a vehicle.
About the only way to know for sure is to watch the film with music credits
in hand and try to match them as they are listed in order of use, more or
less.
The music used by agreement in the film is pretty much out of print, a few can
still be found on albums by the individual artists.
Hope this rather late and rambling answer helps a bit. Sorry I took so long
to respond, and even then to give a less than complete answer.
